Cartels are generally regarded as the ultimate evil to healthy competition. However, the downturn brings along corrections in almost all areas of life. Why should competition policy and, for that matter, fight against cartels be an exception?
In this memo it is considered whether the so-called crisis cartels could, under any circumstances, be allowed in Latvia in accordance with the provisions of the Latvian Competition Law (Konkurences likums). In other words: could the current economic downturn serve as an excuse for some cartels?
